For the last 37 years, I have maintained a fee based financial planning practice and investment advisory services encompassing multi-generational estate planning, portfolio coordination, business succession planning and non-qualified retirement income planning. In addition, I have maintained an active income tax practice providing advisory services including estate tax planning, business planning and retirement tax planning. My process involves using my professional financial planning expertise to help identify and then minimize our clients’ problems.


I hold a Master of Science in Financial Analysis (MSFA) 2006, the CERTIFIED FINANCIAL PLANNER TM  (CFP®) 1982, and the Chartered Retirement Planning Counselor SM (CRPC®) 2007 designations from the College for Financial Planning in Denver, Colorado. I also hold a Master of Science in Financial-Services (MSFS) 1991, and Chartered Life Underwriter (CLU®) 2000 designation from the American College in Bryn Mawr, Pennsylvania. I passed the Enrolled Agent Examination (EA) in 1983 with the Internal Revenue Service and have stopped practicing as an EA in 2020. I am currently enrolled in the Online Trading Academy Masters Program.


I became involved in business and personal planning upon graduating from Old Dominion University in 1975 with a Bachelor of Science in accounting. In the early years, from 1978 to 1981, I concentrated solely in the tax-planning arena. My first fee based financial plan was completed in 1982, and I have continued in the vein of personal and business owner financial planning to date. From 1986 to 1988, I worked as a financial planner with Prudential-Bache Securities where I obtained an extensive background in the operations of the investment markets. From 1988 to 2015, I worked as a Financial Planner with Lincoln Financial Services. Presently, I am President of October Effect, Ltd., a Registered Investment Advisor firm I founded in 2015.


It has been my experience that financial and tax planning is not completed in a single setting or a single year, it is an ongoing project. My focus is on building long lasting relationships with great attention to detail thereby creating interminable client benefits.


I was fortunate to have married the former Beverly Skinner and continue to enjoy spending time with her two children and three grandchildren. All of us are avid golfers and I also enjoy ballroom dance. Other community activities include my involvement with the Tidewater Chapter of Financial Planning Associates, Toastmasters International Club 686, Old Dominion University Alumni Association, Cypress Point Golf Association, the Norfolk Sports Club, Norfolk Host Lions Club and an Elder at Bayside Presbyterian Church.
